The learner is a stage, not a destination. It is permission to learn — with it you may practise driving under the stated conditions, but it cannot be used as a full driving licence.
The sequence matters. First you apply for the learner, then you get a period in which to learn, then comes the test — usually with written, oral and practical parts. Only after passing does the smart-card driving licence stage follow.
The services are listed separately on the government portal by name — learner, smart-card licence, renewal and duplicate are each their own service. So you have to know which stage you are at and choose that one; an application for one does not do the work of another.
The temptation to work through a middleman is strong here, and so is the risk. Application, fee and test scheduling can all be done yourself on the portal, and doing it yourself keeps the record of every step in your own account. The age and eligibility conditions are set out in the portal’s own guidance — take them from there.
